  1. Intriguing. Isn’t the Portuguese proposal somewhat contradictory? Why would the compensatory payments necessarily lead to higher pledges? I would pledge relatively (but acceptably) low to ensure I am over-performing and thus get the payments of under-performing high-pledging countries.
